About the Jail Manager Certification Program

Certified Jail Manager logoWhat is the purpose of certification?

The Jail Manager Certification Commission (JMCC) and the American Jail Association (AJA) promote the concept of voluntary certification for all jail managers. Certification is part of a process called credentialing and focuses specifically on the individual. It provides documented evidence to the public that the individual has been examined by an independent professional organization and found to possess current competency in his/her field. Certification documents the mastery of a strong level of knowledge in the specialty. It provides a form of recognition and achievement, indicating to one's peers that the individual has taken the time and effort, beyond job experience, to learn the Body of Knowledge, thus exhibiting a significant commitment to working in the profession. 

Who is eligible to apply to become a Certified Jail Manager?

Candidates must be employed full-time for a minimum of one year as a paid jail manager as defined in the Handbook for Candidates, or have been previously employed full-time for a minimum of one year as a paid jail manager with no more than a two-year lapse since last such employment at the time the examination is taken. Candidates not currently employed as a jail manager must state an intention to re-enter the field or jail management and provide documentation of employment when employment as a jail manager commences. Candidates are required to agree to adhere to the American Jail Association Code of Ethics.

How can I become a Certified Jail Manager?

Apply by obtaining the CJM Handbook for Candidates and Application Experiential Background Form (EBF) from AJA headquarters or by downloading them from AJA's web site. The EBF documents professional and educational background, and leadership experience. Candidates need 500 out of possible 775 points on the EBF to qualify to sit for the certification examination. Qualified candidates must then take, and pass, the Jail Manager Certification examination. Eligible candidates who pass the certification examination for Jail Managers will be certified for a period of four years and are permitted to use the CJM designation. 

How much will the Certification process cost?

There is a nonrefundable application fee of $125 for AJA members and $185 for nonmembers. The application fee must be submitted with the EBF (Apply for Membership)
Please Note: Effective 1/1/2012 the CJM examination fee will be $370.

When the Jail Manager Certification Commission (JMCC) determines that the applicant is eligible to sit for the examination, the applicant will receive an Application for the Jail Manager Certification Examination and an Examination Payment Submission form which will need to be completed, signed and returned to AJA with the examination fee by the Examination Application deadline.

AJA submits the forms to the Professional Testing Corporation (PTC). PTC will then send approximately 6 weeks prior to the start of the testing period an Eligibility Notice to the candidate which contains information on how to schedule the testing appointment.

If the candidate does not receive the Eligibility Notice at least 3 weeks before the testing period, please call PTC at 212-356-0660.

 

EXAMINATION ADMINISTRATION

The CJM Examination is administered during an established two-week testing period on a daily basis, Monday through Saturday, excluding holidays, at computer-based testing facilities managed by PSI.  PSI has several hundred testing sites in the United States, as well as Canada. Scheduling is done on a first-come, first-serve basis. To find a testing center near you visit: www.ptcny.com/cbt/sites.htm or call PSI at (800) 211-2754. Please note: Hours and days of availability vary at different centers. You will not be able to schedule your examination appointment until you have received an Eligibility Notice from PTC.

CHANGING YOUR
EXAMINATION APPOINTMENT

If you need to cancel your examination appointment or reschedule to a different date within the two-week testing period you must contact PSI at (800) 211-2754 no later than noon, Eastern Standard Time, of the second business day PRIOR to your scheduled appointment.

 

If you fail to arrive for your appointment or cancel without giving the required notice, you will forfeit your testing fee.

RULES FOR THE EXAMINATION

1.   Electronic devices including but not limited to, cell phones, pagers, palm pilots, Blackberries, Bluetooth type devices, voice recording devices, cameras, and MP3 players (IPOD, I-Touch, etc.) cannot be used during the examination.

2.   No books or reference materials may be taken into the examination room.

3.   Simple, nonprogrammable calculators are permitted with the exception of calculators as part of cellular phones, blackberries, etc.  A calculator is also available on screen if needed.

4.   No questions concerning content of the examination may be asked during the testing period.  The candidate should read carefully the directions that are provided on screen at the beginning of the examination session.

Although general knowledge of the experienced jail manager and familiarity with current practices are what is required to pass the certification examination, AJA has developed a resource list to assist candidates in preparing for the examination.

    Five Easy Steps! 

    Step 1- Submit your Experiential Background Form (EBF), required documentation, and appropriate fees to the American Jail Association by the EBF deadline of the desired testing period. 

    Step 2- Upon receipt of the completed EBF, AJA Headquarters will verifythe information and send the completed EBF to the Jail Manager Certification Commission (JMCC). The JMCC will  then determine your eligibility to sit for the CJM examination. If eligible, a packet of testing information will be sent to your home address. Once received, complete the blue Examination Payment Submission Form, Application for Jail Manager Certification Examination, enclose the appropriate fees, and submit to AJA Headquarters by the Exam Application deadline of the desired testing period. 

    Step 3-   AJA Headquarters will submit the appropriate forms to the Professional Testing Corporation (PTC). PTC will then send approximately 6 weeks prior to the start of the testing period an Eligibility Notice to your home address which contains information on how to schedule your testing appointment. 

    If you do not receive this notice at least 3 weeks before the testing period please call PTC at 212-356-0660.

    Step 4-   Call the phone number listed on your Eligibility Notice to set up your official testing appointment. 

    Step 5-   Take the exam!

CJM Recertification

Certification lasts for a period of four years. To retain the Certified Jail Manager designation, you must choose either Professional Points Accumulation or Re-examination.

If you choose to recertify by the points method, the deadline to receive your recertification application must be postmarked at least 6 weeks prior to your expiration date and you must accumulate 350 professional points between the day the examination was taken (or from the last date of recertification) and the time of application for recertification. The 350 points required for recertification are attained by engaging in jail management related leadership activities and continuing education and training. There is NO REQUIREMENT for re-examination.

How much will the recertification process cost?

The fee for recertification through Professional Points Accumulation is $150 for AJA Members and $210 for nonmembers (Apply for Membership). If you choose to retake the examination, the examination fee is $370.

I have retired, can I still recertify?

  • Yes, if at the time of application for recertification, the CJM no longer meets the definition of a jail manager, the designation may be maintained if the CJM has recertified at least once prior to the current application. The CJM must also maintain activity in the field of corrections as evidenced by completion of the recertification application requirements.
